The digital euro exists primarily so that European payments have a European fallback. For smaller economies, the threat is dollarization-by-stablecoin. This pro is genuine, strategic, and almost never leads the marketing.

2. Settlement efficiency (real, but mostly wholesale)

Atomic settlement, 24/7 availability, programmable delivery-versus-payment — measurable gains, but they accrue at the wholesale layer. The retail version of “efficiency” is mostly already delivered by instant-payment systems (UPI, Pix, SEPA Instant) without any CBDC.

3. Financial inclusion (real where infrastructure is weak)

A CBDC wallet needs ID and a phone, not a bank branch. The Bahamas built the Sand Dollar for exactly this — 700 islands, sparse banking. Offline payment pilots (India’s digital rupee offline mode) extend the argument. 1. Surveillance potential (real, and the design can’t fully fix it)

Cash is anonymous; any CBDC ledger exists somewhere, under someone’s jurisdiction. Privacy tiers and “we promise not to look” policies are choices that future governments can revise. China’s e-CNY pilots testing expiring subsidies showed programmable money’s coercive face is a config flag, not science fiction. This is the con that killed the US digital dollar — the House voted to ban a retail CBDC outright in 2025.

2. Bank disintermediation (real, managed by making the product worse)

If citizens can hold central-bank money directly, deposits flee commercial banks — slowly in normal times, instantly in a crisis. Every serious design answers with holding caps and zero remuneration… which then guts the product’s appeal. The pro-CBDC answer to its biggest risk is to make the CBDC less useful. That circularity is the core retail-CBDC dilemma.

3. Adoption failure (the empirically dominant outcome so far)

The live retail CBDCs — Sand Dollar, eNaira, JAM-DEX, the e-CNY pilot — all show adoption far below ambition. Citizens with good payment options don’t switch; citizens without them often lack the on-ramps too. Billions in build cost against single-digit usage is itself a con.
